Property tax (PT) is one of the main sources of revenue for the ULB. Residential and commercial properties, situated within the limits of ULB, are assessed for tax. PT is tax on immovable or tangible real property such as land, buildings and permanent improvements. Based on such assessments, all the assesses are expected to pay the PT. PT may comprise of basic house/building tax plus service taxes such as lighting tax, and conservancy/scavenging tax. It is rated as the single most important local tax.
Water Connection charges
Municipalities provide water tap connection to citizens and also collect the water charges from those who are having the connection. The water charges collections are different for different Municipalities. Few municipalities collect the charges using meter readings whereas other follows the fixed water charges.
Birth & Death
The registration of birth and deaths is one of the major functions of Municipality. Registrar of the Municipality is the authorized person for issue of birth and death certificates. Municipal Commissioner is the registrar for births & deaths registration in the municipality. Hospitals are responsible for the registration of births & deaths within the municipality. The births and deaths, which take place in the hospital are recorded and reported to the municipalities. For non-hospital events, the concerned parties can make necessary applications to the Municipalities.
Social Security Pension
Social Security Pension (SSP) targeted at the most vulnerable sections of society like the elderly, widows, disabled, and elderly weavers to provide them succor and ensure their economic development. It is implemented at the State level by Department of Rural Development and by the District Rural Development Agency (DRDA) at the district level.
The building plan approval process relates to the issue of permission for the construction of buildings based on specific set of rules and regulations. As per the relevant provisions of the State Municipality Acts any person desirous of undertaking a construction activity (fresh construction as well as modifications to existing structures), is required to obtain prior sanction from the relevant local body before embarking on the same. In the local bodies, the town planning section is responsible for issuing the permissions to applicants. It also called building license in many states.
Licensing Department issues licenses to the shops, trader and market within the jurisdiction of Municipal Corporation. Licensing Department issues Food License and Market and Trade License. Food License deals with maintaining the records regarding the various types of food licenses issued by the corporation. Market and Trade License deals with the various types of Market related licenses issued by the corporation.

This module is not standalone but part / subsystem of InDaMa. The scope of this module is to record electronically all the details related to the budget proposed by IMC and the allotted Budget of last years. A well-organized budget is a crucial part of organizing a successful event, but creating an event budget can be an overwhelming ordeal. What are the income sources? How does it all balance out? Are you under budget or over? The Budget Module tracks revenue and cost items as you work, increasing the speed of the collection process and eliminating errors.
Citizen Grievances Monitoring
Municipalities provide various public utility services due to which, it receive a large number of complaints/suggestions pertaining to its services. To address all these complaints it is necessary to have an efficient and effective grievance redressal mechanism. It helps in making the administration more accountable, responsive and user friendly. The objective of public grievance monitoring system is to provide multiple channels of grievance recording, in order to make it more citizens friendly and to provide linkages to different sections for increased transparency, citizen participation and performance accountability
A Ration Card is a document issued under an order or authority of the State Government, as per the Public Distribution System, for the purchase of essential commodities from fair price shops. State Governments issue distinctive Ration Cards to Above Poverty Line, Below Poverty Line and Antyodaya families and conduct periodical review and checking of Ration Cards.
Lease and Rent Property
This sub module includes the automation of process adopted for the income generated by Municipal Corporation by giving the permission to use its assets whether they are the properties or hoardings or anything else. By giving this permission it receives the amount.
Stores and Workshop, Material Management
The transport division of the Municipalities plays a major role in solid waste management apart from providing service to department/administration. The activity of transport department includes maintenance of the vehicles, allocation of the vehicles, monitoring of the performance of vehicles, procurement of spares, etc.
This module records all legal cases filed by the corporation or against the corporation in any Court. The module records case details, monitors case dates, detailing of advocates etc.
The basic purpose of this module is to issue license to Builder And Colonies, Regularization of illegal colonies, Registration of illegal colony development, Row housing and group housing permission. For taking license Builder/Colonizer have to submit Application Form with their Business Information and Bank Guarantee with DD. In Colony Legalization Process Colonizer has to fill application form with details like license no , Colony Location and the details of land owner of that colony.
Integrated Inward/Dispatch with functionality for Public Grievances/Time Limit Cases/Complaints.
This module records all mail in and mail out details for a department including complaints and applications under RTI. The module also provides facilities to link soft copy of the document and allows editing of document, to facilitate copy, paste of paragraphs to a new document etc.
Right to Information Cell
The Right to Information Act, 2005 entitles citizens to seek information in a wide area of subject and even collect material like a sample.
Parishad / Mayor In Council
The council is a law making body. The Mayor in Council is its executive body. It further has Departmental Committees to oversee all departments which are run by the Commissioner and staff. Proposals proposed by the commissioner either because it is beyond his Competent Financial Authority or because the matters are of policy nature, are examined by Departmental Committees. The module records the proposals, actions taken by various agencies, internal movement and of final decision. The module also records agenda, minutes, meeting attendance. It also prints mails forwarding agenda, recommendations, minutes etc.
Solid Waste Management and Health Services
The Solid Waste Management process involves allocation of employees for sweeping and garbage removal and cleaning of drains, allocation of the vehicles for garbage transportation and disposal at the dumping ground, maintenance of the vehicles and maintenance of the public toilets. Along with the Health Officer, the Sanitary Supervisor, Sanitary Inspector, and Sanitary Maistry/Sanitary Jawan are responsible for supervising the activities of the solid waste management.
Single Window System
The software application/product should provide the facility of single window system. Single Window System is a set of terminals with the following facilities on each terminal.
- To search the customer/tenant/pensioners on various criteria and to provide the end result.
- To search and provide the account statement report of the customers/citizen.
- All types of receipts.
- Revenue Receipts – Water Tax, Property Tax, Property Rent and etc.
- Miscellaneous Receipts – Application/Tender Forms Selling and etc.
- Even day the computer file will be updated by bill raised and payments received so that anybody can see the ledger a/c position on such terminals.
- In all kind of query system, standard reply may have to be given. The standard reply may have to be prepared by computerized system.
- Complaints logging/status query facility.
